[Retroactive Grant Request] - Arbitrum LTIPP Grant

Simple Summary This proposal seeks to obtain a retroactive grant from the HOP DAO. Our team secured a 425,292 ARB grant from the Arbitrum Long Term Incentives Pilot Program (LTIPP) which was used to incentive users and liquidity providers to use the HOP Bridge during the months of June, July and August.
