GGWP-1 DAO Bootstrapping, Phase I

This is a proposal to bootstrap the Gyroscope DAO (Gyro DAO) from the community that has formed around the Gyroscope project. Since the launch of the Gyroscope testnet early this year, thousands of users contributed to testing and joined the community.
